
Batmen with lowest average in ODI World Cup knockouts
Only two batsmen (with 5+ innings), both of them renowned, have an average of less than 15 in ODI World Cup Finals, Semifinals and Quarterfinals. To begin with, if you have made it to the knockouts of ICC events more than 5 times, you must be a seriously good player and your team must be a very consistent one. There is no other way that a batsman can have 5 outings in the knockouts of an ICC event.
That aside, there are various reasons for even the best of players not clicking when the pressure is mounting. Sometimes, they are up against the conditions, at other times, the confidence is lacking, but more often than not, it just happens.
It does not take a very high probability of failures to not do well in a few innings, especially when there are stretched years apart.

He did score a half century in one ICC knockout but that's just about it. He could manage only a duck in the final of the 2015 ODI World Cup against Australia.
It is his explosive batting style which works as a double-edged sword. When he gets going, he is a nuisance for even the best bowling attacks in the world, but that also comes with a high risk, which did not pay off for McCullum over the years in ICC knockouts.
28.00 Greenidge (1, 17, 9, 73, 13, 55) Gordon Greenidge is widely regarded as one of the best batsmen, not only for West Indies but across world cricket. But, he could only manage an average of 28 in ICC knockouts with the best of 73. Fortunately for him though, he struck a half century in his last appearance in an ICC knockout.
28.83 Jayasuriya (63, 1, 17, 9, 1, 82) Sanath Jayasuriya's performances in ICC knockouts is not great, but they were bookended by two half centuries in his first and last appearance in such events.
